My approach was to assess the physical and psychological risks to the employees exposed and to put mechanisms in place which would help reduce these health risks. For the purpose of this paper my focus is on the psychological risks of PTSD to employees exposed to the bombings.
It was clear in the initial hours after the bombs went off that it was OHA’s, who had the transferrable skills across the physical and psychological health conditions, which was required to meet the needs of British Transport Police. On the day we approached an OHA Team in an NHS trust in the London area who provided the additional resources required.
Duty of Care
Our main priority initially was to ensure the safety of individual’s, both employees and members of the public. We had to ensure our moral and legal duty of care for the employees exposed to these tragic events and their aftermath. In relation to PTSD there was no case law at that time confirming this duty of the employer however there was historically a number of cases of stress at work where the courts found the employer negligent in their duty of care . In addition the HSE have provided guidelines to employers which the courts would take into consideration in their judgments. British Transport Police took the view that it was their moral obligation to support the well being of BTP’s employees and do all it could to prevent PTSD from developing in any of their employees taking a risk assessment approach.
It is now worth noting that the High Court case (Mc Clurg and others v Chief Constable of the Royal Ulster Constabulary, 2007) found that the Chief Constable of the Police Service of Northern Ireland (currently known as Police Service of Northern Ireland) was liable for damages for psychological and psychiatric injury sustained by officers exposed to trauma and that such damages were foreseeable from 1986 when cases began to be identified by Occupational Health.

Definition of a traumatic event – The person has been exposed to a traumatic event in which both the following occur:
The person experienced, witnessed, or was confronted by an events that involved actual or threatened death or serious injury, or threat to the physical integrity of self or others
The person’s response involved intense fear, helplessness or horror.

The condition can affect all ages and around 25-39% of people exposed to a traumatic event go on to develop PTSD
It is important to remember that most people exposed to a traumatic event will find after a month or six weeks their symptoms will settle and they will have no long term affects
During this time there is a period of watchful waiting and assessment
Sometimes it is worth noting that symptoms of PTSD may not present until years after the event
If assessment shows the symptoms are not improving then interventions need to happen and appropriate treatment arranged.

First it is important to inform the individual about the symptoms of PTSD
Following assessment, treatment should be discussed and the individual’s preference should be seriously considered
Trauma focused cognitive behavioural therapy should be offered to those with severe PTSD on an out patient basis
This should be accompanied with eye movement desensitisation and reprocessing EMDR
It is important to note that following a traumatic event most individuals exposed to the event will initially experience symptoms. However, these symptoms for most individuals will settle down with time and if necessary with treatment.
So my approach was in the initial hours/days after the event to ensure employees physical and emotional well being was assessed and appropriate support provided. This assessment was in the form of BP check, peak flow check, enquiries on hearing, and general well being check.
In the second week following the bombings we moved forward by assessing employees exposed for symptoms of PTSD. Where their assessment found raised symptoms of PTSD they were referred to the National Trauma Centre for their treatment. A programme to this affect was set up during the following weeks after the bombings. This was followed through with an evaluation of our work at six, twelve and eighteen months after the event.
Evaluation
Once the buy in from management was given to carry out an evaluation this was then carried out by the OHA’s despite the huge demand on their time and the day job having to go on. This showed that the occupational health assessments were viewed as either quite helpful or extremely helpful by 85% of the employees and 89% of employees found the first line debriefing provided by Occupational Health helpful. Twenty six employees were referred to the national trauma centre and six self referred. Of those who attended twelve were sadly diagnosed with PTSD and provided with appropriate treatment.

The Authors Guild launched a “Fair Contract Initiative” yesterday designed to rethink what the organization sees as inequitable agreements between authors and publishers in the digital age.
Through a series of “commentaries” it will publish on its website, the Authors Guild wants to arm authors with information about key terms over which to haggle with publishers.
According Mary Rasenberger, Executive Director of the Authors Guild, the program is designed to “open up a conversation” about a “publishing agreement [that] dates back a hundred years.”
She adds, “Why are we stuck in this old worldview?”
To help modernize it, the Fair Contract Initiative takes a two-step approach. The program will “first address the major inequities in many boilerplate contract terms today, and then move on to educate authors on the standard contract terms that publishers often will change if pressed, but which too many authors don’t know to negotiate,” according to the project’s mission statement.
In an interview with Digital Book World at BookExpo America yesterday, Rasenberger argued that authors have increasingly found themselves faced with certain contract “clauses that have become even more draconian in recent years.” But the organization has often found that if authors know enough to “push back, there are certain clauses that the big houses are willing to say, ‘Okay.’”
In preliminary findings from a recent study of its members, the Authors Guild discovered that the amount authors earn from their writing dropped 24% over the past five years, with veteran writers taking the biggest hit.
“Authors are earning less, but publishers are making as much money as they used to,” Rasenberger said. That “authors are getting less of the share” the Authors Guild attributes, based on its survey results, to a combination of low digital royalties relative to print, shrinking advances and the pressure of Amazon’s market share on publishers.
If the author-publisher partnership has indeed broken down, as the Authors Guild contends, its fraying has been detectable for some time.
In 2014, a survey conducted by Digital Book World and Writer’s Digest found that while many authors slightly preferred traditional publishing arrangements to indie options, there was an apparent gap between authors’ expectations and their actual outcomes, leading to high rates of dissatisfaction with publishers on a range of issues.
The comparatively narrower gap a follow-up survey in 2015 detected was more likely the result of authors having revised those expectations than of any major fence-mending on publishers’ parts.
Indeed, Dana Beth Weinberg, who conducted both studies and authored the reports based on them, concluded that neither traditional nor indie options “could declare a clear victory” when it came to questions relating to authors’ satisfaction. A separate study this year, by Jane Friedman and Harry Bingham, also found high rates of dissatisfaction among both U.S. and UK authors on a host of other issues, from communication to editorial input.
The Fair Contract Initiative represents a largely unilateral push for reform, and Rasenberger concedes that a few solitary authors who are better empowered to negotiate is unlikely to lead to meaningful change industry-wide.
But the Authors Guild wants to generate what Rasenberger called a “groundswell” of support for fairer terms among authors and the agents representing them that is too powerful for publishers to ignore.
There are already calls within the industry for publishers to conceive of authors as customers and treat them accordingly, but so far they seem to lack the force and urgency the Authors Guild believes the issue deserves.

The Digital Reader reports that due to concerns over “rampant commercial piracy,” Google has closed the Google Play Books Partner Center to new users.
At the Good Reader, Michael Kozlowski wrote that:
“The Google Play Publisher Program allows independent authors and publishing companies to include their novels and app guides on the Google Play bookstore. Sadly, this program has been taken over by fake publishers and people uploading pirated apps.
“There has been many documented cases of independent authors posting e-books by well known bestselling authors at a fraction of the price. This is taking money away from the real author and publishing company. In other cases people are uploading pirated apps that are posing as digital books. When you buy the book, you are given a link where you can download it. Some of the links are malicious, some are just regular scams, but none of them have the involvement of the actual authors or apps’ original developers, some of the APKs are even cracked or modded to give you unlimited in-app currency.”
Nate Hoffelder at The Digital Reader added that:
“Google would probably still be ignoring this issue if not for the fact that the Dutch publishers trade group NUV, or Nederlands Uitgeversverbond, took an interest after Google said that there was nothing they could do about an obvious commercial ebook pirate.
As I reported in my last post, the NUV is far more powerful than a lone blogger or individual publishers. It has the resources both to file an expensive lawsuit and to launch a PR campaign to embarrass Google, but more importantly the NUV also has the connections and the gravitas to grab Google’s attention and make Google fix the problem.”
A rep for Google posted the following in its support forums:
“We’ve temporarily closed new publisher sign ups in the Play Books Partner Center, so we can improve our content management capabilities and our user experience. We’re working to reopen this to new publishers soon. Thanks for your patience.”

Two recent moves by Google drive home an e-commerce lesson many book publishers worried about Amazon’s market dominance are beginning to learn themselves—that a great deal depends on owning customer relationships with mobile users.
Last month Google updated its search algorithm to give priority to mobile-responsive websites, and on Friday the Wall Street Journal reported that Google will soon add ‘buy’ buttons to partner-sponsored search results appearing on mobile devices.
Both changes acknowledge the overwhelming rise of mobile—which is to say smartphones. The tablet market has continued its slowdown as smartphone use increases. A Pew study published last month estimates that 64% of U.S. adults now own a smartphone, with the 18–29-year-old demographic the most firmly tethered to their devices.
When it comes down to how people find things to buy and then go about buying them, Google’s problem doesn’t look all that dissimilar from publishers’—how not to get edged out by Amazon in an ever more mobile world.
GeekWire‘s Tricia Duryee puts it this way:
Because many people are now conducting searches on their phone, and many of those retailer’s websites aren’t optimized for the mobile web, consumers are getting frustrated with the experience. As a result, they are not completing as many transactions as they used to, and increasingly going directly straight to apps or to Amazon.com.
In this view, Google isn’t interested in becoming an e-tailer itself. It’s simply trying to remain a mainstay for advertisers in a mobile arena where Amazon and eBay have a leg up with shoppers. By some accounts, publishers have been as slow to put these programs in place as they have been to prepare for the shift toward mobile ebook reading and buying, and they’re now in the unenviable position of playing defense and catch-up at the same time.
At any rate, the potential and actual revenue new distribution channels might generate (at least in the short- and mid-terms) pales in comparison with the income publishers earn from what is for many their biggest account by far: Amazon. But while there are those who argue that driving revenue is the ultimate goal of any direct-to-consumer program, many publishers are likely to measure those efforts’ success by how well they forge and fortify relationships with readers.
As long as Amazon continues to wield the clout it does in the e-commerce space, the race among publishers to build strong customer relationships outside of Amazon’s ecosystem promises to continue. But make no mistake: It’s already gone mobile.
